Concrete is strong against compression and weak against tension. So reinforcement steel bars are used to tackle tension developed in the structure. Steel is the major reinforcement used in RCC because of the similar coefficient of thermal expansion of steel and concrete. The reinforcement bars offer high tensile strength making the combination of rebar and concrete a perfect combination. Processed steel bars (TMT processed) are currently used as they provide higher tensile strength and ductility.

Structural steel has high rigidity and the ability to carry high loads with minimal sagging. Structural steel consists of high-tensile steel parts of definite and standardized cross-sections like I-sections, T-sections, and C-beams. So these sections can be used to build entire structures providing high time efficiency as such projects can be completed much faster.

Both are usually mild steel, so no difference in material. Reinforcing is most often solid bar and round. Structural steel is usually either I-shaped girders, hollow boxes, or round like a scaffold pole.

At a pinch, could use structural steel as reinforcing. One could not use rebar as structural steel unless one did a lot of fabrication first…it would be relatively expensive and fairly stupid to try.
